SEND Scrutiny Report Approved: A Collaborative Achievement

We are excited to share that the Scrutiny Report on Special Educational Needs and Disabilities (SEND) has been approved, marking a significant step forward in improving outcomes for children and young people with SEND in Cheshire West. This report is the result of extensive collaboration, bringing together the voices of families, the Parent Carer Forum (PCF), council officers, schools, health professionals, and other key stakeholders. 

 

The Role of Parent Carers in Shaping the Report 

At the core of this review are the contributions of parent carers, whose dedication and insights ensured the report reflects the real experiences of families navigating the SEND system. Special recognition is owed to: 

  • Cheshire West Parent Carer Forum (PCF): Their 2024 survey provided invaluable data on the challenges faced by families, directly influencing the report’s recommendations and ensuring accountability measures. . 
  • CWAC SEND Accountability Group: Their Meaningful Change document offered vital, community-driven recommendations that highlight the voices of families from across the borough. 
  • Individual Parent Carers: Many families shared deeply personal and, at times, difficult stories during scrutiny sessions. Their contributions offered powerful insights into both the strengths and weaknesses of local SEND provision. 

 

The Scrutiny Task Group greatly appreciated the effort and commitment of everyone who contributed to this report and emphasised the importance of continuing this partnership as improvements are implemented. 

 

Key Findings and Recommendations 

The report highlighted several pressing challenges, including: 

  • Severe delays in EHCP processes, with compliance rates significantly below the national average. 
  • Breakdowns in communication, leaving families feeling unsupported and overwhelmed. 
  • Inconsistent inclusivity and support across educational settings, particularly during key transition periods

 

Among the 45 recommendations, some of the most notable include: 

  1. Strengthening Collaboration: Establishing clearer communication mechanisms between the SEN Team, schools, and families, supported by accessible management structures and escalation policies. 
  2. Transparent Processes: Creating a clear roadmap for families to navigate the SEND system, simplifying EHCP processes, and implementing effective tracking tools. 
  3. Supporting Schools and SENCOs: Providing robust training and resources to empower schools to offer early and effective support for children with SEND. 
  4. National Advocacy: Lobbying the government to address systemic issues, such as increased funding for SENCO capacity and improved post-16 provisions, to alleviate local pressures. 

 

A Milestone for Collaboration 

This report serves as a testament to the power of collective effort. Families, professionals, and the Council worked together to identify challenges and recommend actionable solutions. Moving forward, the Task Group has committed to regular reviews to ensure these recommendations translate into tangible improvements. 

 

As a Parent Carer Forum, we are committed to continuing our advocacy, amplifying the voices of our community, and working alongside professionals to see these recommendations implemented. While this report represents a significant milestone, achieving a truly inclusive SEND system will require ongoing effort, collaboration, and accountability.
